中化建國際 （以下稱為″招標代理機構”）受中海殼牌石油化工 （以下稱為″招標人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關服務進行國際公開招標?，F邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as ″the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as ″Tenderee”), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

1.  招標條件

項目概況：中海殼牌石油化工 （以下簡稱″中海殼牌”）擬在廣東惠州大亞灣石化產業園區新建中海殼牌惠州三期乙烯項目，以實現其打造世界級、高度一體化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

資金到位或資金來源落實情況：已落實。

2.  招標內容：Bidding Contents:

貨物名稱：乙烯及ID裝置高溫球閥

Name of Goods:High temperature Ball Valve for Ethylene & ID Plant

數量：20臺(氣動開關球閥)、2臺（電動開關球閥）

Quantity: 20 sets of pneumatic ball valves and 2 sets of electric ball valves

主要技術規格：

尺寸從DN50到DN200。壓力等級從CL300到CL600。材質包括A351 CF8、347SS、616HT和A217 WC6等。

Main Specifications:

Size range from DN50 to DN200. Rate range from CL300 to CL600. Material including A351 CF8, 347SS, 616HT and A217 WC6, etc.

交貨期：

Delivery Schedule: 

從中華人民共和國關境內提供的貨物：2026年6月30日前（貨到項目現場時間）

For goods offered from within PRC customs territory: before June 300, 2026 (date of arrival on site)

從中華人民共和國關境外提供的貨物: 2026年4月30日前（提單發貨時間）

For goods offered from outside PRC customs territory: before April 30, 2026 (departure date on Bill of Lading)

交貨地點 Destination of delivery:

For goods offered from outside PRC customs territory: CIF (Yantian Seaport, Shenzhen, P.R.China)

3. 對投標人的資格和業績要求：

Requirements for Qualification and reference of Bidder:

（1）資格要求

Requirements for Qualification of Bidder

A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 投標人應為本次投標所投產品的制造商或者授權代理商。如果投標人是代理商，則須提供制造商有效授權書（授權書格式見第一冊 第四章 IV-9-4）；如果投標人為制造商同一集團負責銷售投標所投產品的全資子公司、控股子公司（投標人應提供制造商或其上級公司證明上述事項的證明文件），則視投標人為制造商。若為制造商投標，不能再將此貨物同時授權給其他投標人參與投標，否則相關的所有投標將被拒絕。

The bidder shall be the manufacturer or agent of the bidding products. If the bidder is an agent, a valid Letter of Authority from Manufacturer shall be provided（see the format in the Volume I Section IV 9-4）.If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted. If the bidder is a manufacturer, the bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.

投標文件中提供制造商授權書的中標候選人，應在中標候選人公示后3個工作日內將制造商授權書原件（簽字或人名章或公章均須為原件，不接受掃描打印文件）送達招標人
未在中國電力招標采購網（www.gl880.com）上注冊會員的單位應先點擊注冊。登錄成功后的在 招標會員 區根據招標公告的相應說明獲取招標文件！
