中化建國際 （以下稱為″招標(biāo)代理機(jī)構(gòu)”）受中海殼牌石油化工 （以下稱為″招標(biāo)人”）委托，就中海殼牌惠州聚碳酸酯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as ″the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as ″Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Polycarbonate Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

1.  招標(biāo)條件

項(xiàng)目概況：中海殼牌石油化工 （以下簡(jiǎn)稱″中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州聚碳酸酯項(xiàng)目，以實(shí)現(xiàn)其打造世界級(jí)、高度一體化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Polycarbonate Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

資金到位或資金來源落實(shí)情況：已落實(shí)。

For goods offered from within PRC customs territory: no later than 10 months after contract effectiveness (arrival date to the job site)

從中華人民共和國關(guān)境外提供的貨物:不晚于合同簽訂后9個(gè)月（提單發(fā)貨時(shí)間）

For goods offered from outside PRC customs territory: no later than 9 months after contract effectiveness(departure date on the Bill of Lading)

For goods offered from outside PRC customs territory: CIF (Yantian or Shekou Seaport, Shenzhen or Huizhou Seaport)

 

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求 

Requirements for Qualification of Bidder

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；

如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；窗體底端

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 投標(biāo)人應(yīng)為本次投標(biāo)所投產(chǎn)品的制造商或者授權(quán)代理商。如果投標(biāo)人是代理商，則須提供制造商有效授權(quán)書；如投標(biāo)人為制造商同一集團(tuán)負(fù)責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級(jí)公司證明上述事項(xiàng)的證明文件），則視投標(biāo)人為制造商。不能再將此貨物同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。同一產(chǎn)品制造商和代理商同時(shí)參與投標(biāo)，應(yīng)當(dāng)否決該制造商和代理商的投標(biāo)。

The bidder shall be the manufacturer or agent of the bidding products. If the bidder is an agent, a valid Letter of Authority from Manufacturer shall be provided.If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected. If the manufacturer and agent bid the same good at the same time, both of the manufacturer and agent shall be rejected.

如果投標(biāo)人是代理商,應(yīng)具有2022年1月1日至本次投標(biāo)截止日的代理類似產(chǎn)品（閥門）的銷售業(yè)績(jī)，并提供相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于銷售合同復(fù)印件，至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、貨物名稱。未提交業(yè)績(jī)證明文件，或通過所提供的業(yè)績(jī)證明文件無法認(rèn)定滿足上述業(yè)績(jī)要求的，均視為無效業(yè)績(jī)。

If the bidder is an agent, the bidder shall have sales performance of similar product of the bidding goods (valve)from January 1st, 2022 to the deadline of the bid submission date, and provide corresponding documentary evidence. The sales performance documentary evidence includes but not limited to a copy of the sales contract, which should at least reflect the following contents: the date of contract signing, the contract signing page (domestic trade contracts should have signatures and seals from both parties, international trade contracts should have signatures or seals from both parties), the name of the manufacturer, and the name of the goods. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

C.投標(biāo)文件中提供制造商授權(quán)書的中標(biāo)候選人，應(yīng)在中標(biāo)候選人公示后 3個(gè)工作日內(nèi)將制造商授權(quán)書原件（簽字或人名章或公章均須為原件，不接受掃描打印文件）送達(dá)招標(biāo)人
