3、投標人資格要求投標人應具備的資格或業績:投標人資格和業績要求：Qualification and Achievement requirements for the bidder投標人需提供以下文件The following documents must be provided*（1）投標人須按招標文件第一冊第四章格式IV-9.資格證明文件格式的要求填寫和提交有關資料。*（2）投標產品原產地在關境外的投標人必須是制造商；或者是制造商直接授權的代理商（進口產品開標前未進入中國關境內的，投標人必須是在關境外注冊的公司；進口產品開標前已進入中國關境內的，投標人必須是在關境內注冊的公司），代理商投標需具備以下條件：①必須提供制造商對本次投標的唯一正式授權書（授權書必須由制造商直接授權，不允許二級授權）；②投標人在當地依法登記注冊的時間距開標日滿三年，需提供營業執照等注冊登記的有效證件復印件；③距開標日三年內，投標人須具有同類產品至少兩個不同年份的銷售業績，需提供證明其銷售業績的合同或訂單復印件（至少提供2份不同年度的合同或訂單復印件）或用戶證明，并由投標人代表簽字或蓋章。*（3）投標產品原產地在關境內的投標人必須是制造商（不接受代理商投標）。*（4）投標人未被中國石油招標投標網( pcbidding.com查詢）。上述內容以評標委員會現場在對應網站的查詢結果為準。*（6）距開標之日前一年內，投標人在中國石油物資 組織的招標活動中對評標結果的無效投訴（包括中石油集團公司機電辦處理結果為：不予受理、駁回、維持原評標結果）達到一次及以上的，投標將被否決。*（7）投標人須提供 *（8）第八章中要求的其他合格的資格證書。(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information；(2) The bidder whose product origin is outside the customs must be the manufacturer; Or the agent directly authorized by the manufacturer. The agent shall meet the following conditions for bidding:① The bidder should provide a letter with original sole official authorized by Manufacturer for the bid；② the Agent shall get registered in accordance with the local law for at least three years from the bid opening date and copies of valid registration documents such as business license shall be provided;③ The bidder shall have sales performance for similar products in two different years within three years from the bid opening date. Copies of the contract / purchase order evidencing its sales performance or Certifications from Enduser should be provided and signed or sealed by the Bidder;(3)The bidder whose product origin is within the territory of the Customs must be the manufacturer (agent bidding is not accepted)(4) The bidder has not been suspended or cancelled the bidding qualification by petrochina Tendering and Bidding website ( pcbidding.com)(6) The bid shall be rejected if the bidder puts forward invalid complaint one or more times in the bidding activities organized by China Petroleum Materials Co., Ltd. within one year before the bid opening date (including complaint rejected, overruled or judged to maintain the original bid evaluation results by the mechanical and electrical office).(7)The Bidder shall provide the original or copy of the credit certificate issued by the bidder's Bank of deposit within three months before the bid opening date (The signature or sealing by the respective of bidders is needed)；(8) Other Qualification and Achievement requirements stipulated in Chapter VIII.是否接受聯合體投標:不接受未領購招標文件是否可以參加投標:不可以4、
