Normal style='text-indent:24.0pt;line-height:150%'>寶安垃圾焚燒發電廠配套滲濾液處理系統（一、二期）日常檢修維護服務，服務期限為兩年，計劃起止日期為：2025年11月1日至2027年10月31日。檢修維護（包含寶安一、二期滲濾液處理項目），檢修人員及輔工等合計40人。詳見招標文件第八章《技術規范書》。

Normal style='line-height:150%'>4.1投標人須是響應招標、參加投標競爭的中華人民共和國境內的企業法人或其他組織，具有獨立訂立合同的權利；（證明文件：提供營業執照復印件，加蓋投標人公章或電子公章）。
Normal style='line-height:150%'>4.2投標人須滿足如下條件：
Normal style='line-height:150%'>4.2.1 具有國家（省、市）住建部門頒發的電力工程施工總承包三級或機電工程施工總承包三級（或建筑機電安裝工程專業承包三級）及以上資質，或者具有國家能源局及其派出機構頒發的《承裝（修，試）電力設施許可證》承修類五級及以上資質；（證明文件：提供投標人有效期內的企業資質證書復印件，加蓋投標人公章或電子公章）。
Normal style='line-height:150%;vertical-align:baseline'>備注：根據″國能發資質【2025】44號”，原《承裝（修，試）電力設施許可證》在過渡期內仍然有效的，舊證書仍然予以認可，已完成許可證換領的，按附表″承裝（修、試）電力設施許可證換領對照表”對應的新證書資質執行。
Normal style='line-height:150%'>4.2.2具有國家（省、市）住建部門頒發的《安全生產許可證》（證明文件：提供有效期內的證書復印件加蓋投標人公章或電子公章）。
Normal style='line-height:150%'>4.3要求投標人財務狀況良好、無破產、資產被凍結等情況，所承擔定期檢修/日常維護工程在近一年內沒有發生過一般級別及以上安全事故責任記錄、近三年內沒有發生過較大級別及以上安全事故責任記錄、近三年內沒有發生過較大級別及以上質量事故責任記錄以及在近五年內不曾在任何合同中違約或被逐或因投標人的原因而使任何合同被解除的情況（證明文件：提供《資信承諾函》原件，按招標文件格式1-10內容填寫，加蓋投標人公章或電子公章）。

Normal style='margin-left:23.95pt;line-height:150%'>域范圍內各系統及附屬系統，包括除臭系統、臭氣返廠系統、厭氧及MBR系統、壓縮空氣系統、膜處理系統、污泥系統、沼氣系統、蒸發及附屬系統、公用系統等機務、電氣設備及熱控設備的檢修維護工作，并含系統停運期間消缺工作及設備異動工作，詳見招標文件第八章《技術規范書》。

Normal style='text-indent:24.1pt;line-height:150%'>（1）本次投標采用深圳能源集團電子招標投標平臺（以下簡稱″深能招標平臺”）電子投標（簡稱″線上”）方式。投標人須同時制作一份（正本）紙質版投標文件并在開標當日通過郵寄方式寄送給招標人處存檔備查（前后如有矛盾的，以上傳電子招標投標平臺的電子版本為準），開標當日應向招標人及招標代理以短信或郵件方式提供快遞單號。
Normal style='text-indent:24.1pt;line-height:150%'>注：1.郵寄收件人為招標人而非招標代理人，紙質文件給招標人存檔備查，要求在開標后寄達招標人，請注意不要太早寄出或郵寄錯地址。2.二階段開標的項目請投標單位在二階段開標結束后寄出文件，未進入二階段開標單位的價格文件不需要郵寄。
Normal style='text-indent:24.1pt;line-height:150%'>（2）本次招標將同步在″深能招標平臺”發布公告，投標人登陸深圳能源集團電子招標平臺（https://zb.sec.com.cn）并按平臺指示進行網站注冊（登陸）、辦理數字證書（CA證書，費用自理）、提交投標申請，投標人在投標申請通過、取得CA證書且綁定平臺后在平臺下載招標文件（平臺專用的電子版）。
Normal style='text-indent:24.1pt;line-height:150%'>投標人在購買招標文件前須在深圳能源集團電子招標投標平臺完成注冊登記并審核通過，投標人要為注冊登記預留足夠的時間，由于投標人自身原因，截至招標文件發售時間尚未完成注冊登記審核，造成無法及時進行標書購買，后果由投標人自行承擔。
Normal style='text-indent:24.1pt;line-height:150%'>投標人須在下載招標文件前完成數字證書（CA）的辦理，綁定CA后方可下載招標文件。投標人要為辦理CA預留足夠的時間，由于投標人自身原因造成無法投標的，由投標人承擔責任。
Normal style='text-indent:24.1pt;line-height:150%'>投標人須按照招標公告規定線上提交投標申請。未通過CA下載的招標文件在投標時不能正常解密，請投標人成功辦理數字證書后通過CA在″深能招標平臺”下載招標文件（平臺專用的電子版）。
Normal style='text-indent:24.1pt;line-height:150%'>（3）獲取招標文件在線上進行，請電匯付款，并自助開具電子發票，操作詳見辦事指南（http://www.gl880.com/file/upload/zbwj/sgcc/yawqigxhwnk>）。
Normal style='text-indent:24.1pt;line-height:150%'>（4）招標文件的質疑發出后請通過郵件或者電話方式通知招標代理，須同時提供可編輯版和蓋章版。澄清將在″深能招標平臺”線上進行。
Normal style='text-indent:24.1pt;line-height:150%'>（5）如投標保證金以電匯形式提交，請匯款后在深能招標平臺-項目管理-繳費支付功能進行費用綁定。如投標保證金以保函形式提交，請在深能招標平臺-項目管理-繳費支付功能上傳保函掃描件并提前郵寄投標保函正本，確保招標代理在投標截止時間前簽收。以電匯轉賬形式提交的保證金，默認原賬號退回。
Normal style='text-indent:24.1pt;line-height:150%'>（6）投標文件的遞交按照公告規定的投標截止時間前，在″深能招標平臺”線上遞交投標文件（平臺專用的加密電子版文件）。
Normal style='text-indent:24.1pt;line-height:150%'>投標人需至少在項目投標截止時間前兩個工作日，用空白文檔測試投標文件的制作、電子簽章及導出等操作。確認簽章是否成功，并核實導出標書中的開標一覽表報價是否為制作標書時所編輯的內容。如遇到問題，請及時咨詢平臺技術支持進行解決。
Normal style='text-indent:24.1pt;line-height:150%'>（7）開標采用線上開標。在開標當日各投標人通過″深能招標平臺”進行線上開標，投標人需準備好數字證書（CA證書）、網絡及電腦。操作流程見″深能招標平臺”供應商操作指南，投標人未在規定的投標截止時間前完成投標文件上傳并簽到，或未及時解密投標文件，或加密投標文件解密失敗后未及時上傳非加密投標文件，均視為投標人放棄投標。

Normal style='text-indent:24.1pt;line-height:150%'>（9）投標文件應嚴格按照招標文件電子版的格式及要求進行編制，文件大小應不超過500M。投標文件不支持PDF直接上傳。投標格式中法定代表人資格證明書、法定代表人授權委托書必須按招標文件規定的格式打印后，在已注明簽字的地方由法定代表人簽字（或加蓋簽名章），并加蓋企業公章，投標人須將這些文件掃描后放入WORD中進行上傳。
