如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；





A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)為本次投標(biāo)所投產(chǎn)品的制造商。如投標(biāo)人為制造商同一集團(tuán)負(fù)責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級(jí)公司證明上述事項(xiàng)的證明文件），則視投標(biāo)人為制造商。不能再將此貨物同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。

Bid by Agent is not accepted. The bidder shall be the manufacturer of the bidding products. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.

（2）資質(zhì)要求

投標(biāo)產(chǎn)品制造商應(yīng)具有《中華人民共和國(guó)特種設(shè)備制造許可證》（壓力管道元件制造）和相應(yīng)的《特種設(shè)備型式試驗(yàn)證書》（壓力管道元件）。特種設(shè)備型式試驗(yàn)證書在類別、公稱壓力、公稱尺寸和溫度范圍能夠覆蓋招標(biāo)物資。證書中制造單位名稱、地址和投標(biāo)產(chǎn)品的制造單位名稱、地址應(yīng)一致。投標(biāo)時(shí)需提供證書原件掃描件（原件備查）。

The manufacturer of the bidding products shall obtain a valid "Manufacture License of Special Equipment People's Republic of China" (Pressure Piping Components Manufacture) and a ″Special Equipment Type Test Certificate (Pressure Piping Component) covering the category, pressure, size and temperature of the bidding products. The name and address of the manufacturer specified in the certificates provided shall be consistent with the name and address of the manufacturer of the bidding products. A scanned copy of the original certificate must be provided (original for future reference) .

（3）業(yè)績(jī)要求Requirement for Bidder's reference:

2020年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品制造商在中國(guó)境內(nèi)應(yīng)具有至少2個(gè)合同的供貨業(yè)績(jī)，且每個(gè)供貨業(yè)績(jī)合同具有不少于20 臺(tái)的用于聚乙烯或聚丙烯裝置PDS氣動(dòng)開關(guān)閥，上述業(yè)績(jī)均應(yīng)具有不少于4臺(tái)PDS氣動(dòng)開關(guān)閥滿足公稱壓力不低于CL300、公稱口徑不低于DN200的技術(shù)要求。

同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的所投產(chǎn)品的業(yè)績(jī)，視為所投產(chǎn)品的制造商的業(yè)績(jī)；投標(biāo)人應(yīng)提供說明函，說明本次所投產(chǎn)品的制造商與滿足上述業(yè)績(jī)要求的產(chǎn)品制造商屬于同一集團(tuán)。

From January 1st, 2020, to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have at least two supply contracts performance within P.R.China, of which, each supply contract contains no less than 20 sets of Pneumatic on-off valves (PDS Valve) used in polyethylene or polypropylene plants and each sales contract contains no less than 4 sets Pneumatic on-off valves (PDS valves) with size not smaller than DN200 and pressure rating no lower than CL300.

The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.

投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗(yàn)收材料（到貨驗(yàn)收單或調(diào)試驗(yàn)收?qǐng)?bào)告或其他可以證明合同項(xiàng)下貨物已經(jīng)到貨驗(yàn)收的有效證明材料）。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)（國(guó)內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國(guó)際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、貨物數(shù)量、閥門尺寸、閥門壓力等級(jí)及用戶簽字或蓋章的到貨驗(yàn)收材料。

若業(yè)績(jī)合同為年度協(xié)議/框架協(xié)議，除提供年度協(xié)議/框架協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議/框架協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議/框架協(xié)議下提供1個(gè)或以上的訂單及與訂單對(duì)應(yīng)的到貨驗(yàn)收材料均算為1個(gè)有效業(yè)績(jī)。

The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include 1) copies of sales contract and 2) acceptance evidence of goods delivery signed or sealed by the user (Arrival acceptance certificate or commissioning acceptance report or other effective materials that can prove the arrival acceptance of goods under the contract). The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, valve size, pressure rating of valve and acceptance evidence of goods delivery signed or sealed by the user.

If the performance contract is an annual agreement/framework agreement, in addition to providing the annual agreement/framework agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement/framework agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement/framework agreement is considered as one valid performance.

未提交業(yè)績(jī)證明文件，或通過所提供的業(yè)績(jī)證明文件無法認(rèn)定滿足上述業(yè)績(jī)要求的，均視為無效業(yè)績(jī)。

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)

The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
