中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱(chēng)為″招標(biāo)代理機(jī)構(gòu)”）受中海殼牌石油化工有限公司（以下稱(chēng)為″招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as ″the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as ″Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

2. 招標(biāo)內(nèi)容：Bidding Contents:

數(shù)量：11套減溫減壓器（帶減溫水調(diào)節(jié)閥）和7套減溫器（帶減溫水調(diào)節(jié)閥）
Quantity: 11 sets of steam conditioning valves (with water valve) and 7 sets of desuperheaters(with water valve)
主要技術(shù)規(guī)格：
減溫減壓器、減溫器應(yīng)滿足下列控制性能要求：
(1) 減溫減壓器、減溫器應(yīng)滿足蒸汽出口溫度控制偏差值±3℃范圍內(nèi)；
(2) 減溫減壓器、減溫器應(yīng)滿足儀表規(guī)格書(shū)中所有工況要求；
(3) 減溫減壓器、減溫器整體需滿足蒸汽入口設(shè)計(jì)溫度和設(shè)計(jì)壓力要求；減溫水閥整體滿足入口設(shè)計(jì)溫度和設(shè)計(jì)壓力要求；
(4) 減溫減壓器蒸汽入口、出口尺寸，應(yīng)滿足儀表規(guī)格書(shū)要求。
Main Specifications:
The steam conditioning valves and desuperheaters shall meet the following control performance requirements:
(1) The steam conditioning valves and desuperheaters shall meet the the steam outlet temperature control deviation value within ±3℃.
(2) The steam conditioning valves and desuperheaters shall meet all the working condition requirements specified in the instrumentation specification.
(3) The steam conditioning valves and desuperheater as a whole must meet the steam inlet design temperature and design pressure requirements. The control valve as a whole meets the requirements of the inlet design temperature and design pressure.
(4) The dimensions of the steam inlet and outlet of the steam conditioning valves and desuperheaters are detailed in the instrumentation specification.

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
A. The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)是投標(biāo)貨物的制造廠商（包括制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷(xiāo)售的公司）。如果投標(biāo)人是制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷(xiāo)售的公司，應(yīng)提供聲明，說(shuō)明投標(biāo)人與制造廠商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷(xiāo)售工作。
B. Bid by Agent is not accepted. The bidder shall be the manufacturer of bid goods (including companies responsible for sales within the manufacturer's group). If the Bidder is a company in charge of sales within the manufacturer's group, a statement should be provided indicating that the Bidder and the manufacturer belong to the same group and are responsible for the sale of the bid Goods.

（2）資質(zhì)要求 Requirements of Qualification
所投調(diào)節(jié)閥的制造商應(yīng)具有有效的《中華人民共和國(guó)特種設(shè)備制造許可證》（壓力管道元件制造）和相應(yīng)《特種設(shè)備型式試驗(yàn)證書(shū)》，范圍覆蓋所投標(biāo)調(diào)節(jié)閥的規(guī)格。投標(biāo)時(shí)需提供證書(shū)原件掃描件（原件備查）。
投標(biāo)方所提供減溫器為國(guó)內(nèi)生產(chǎn)時(shí)，還應(yīng)在投標(biāo)文件中提供所供減溫器的《中華人民共和國(guó)特種設(shè)備制造許可證》（壓力管道元件制造）。
The manufacturer of the biding control valves shall have a valid″Special Equipment Production License of the people's Republic of China”(for the manufacture of pressure pipeline components) and Special Equipment Type Test Certificate”(for pressure pipeline components) that cover the biding control valves. The scanned copy of the original certificate shall be provided during bidding (the original for reference).
When the desuperheaters provided by the bidder is domestically produced, it must provide the ″Special Equipment Production License of the people's Republic of China”(for the manufacture of pressure pipeline components) for the supplied desuperheater in the bid document.
（3）業(yè)績(jī)要求Requirement for Bidder's reference:
2015年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），所投產(chǎn)品的制造商至少具有1個(gè)合同的乙烯裝置減溫減壓器供貨業(yè)績(jī)，單個(gè)合同供貨數(shù)量不少于4套減溫減壓器，且該合同中必須包含至少有1套減溫減壓器同時(shí)滿足整體鍛造式結(jié)構(gòu)、壓力等級(jí)不低于2500LB且尺寸不小于16英寸的技術(shù)要求。
如果投標(biāo)人為制造商所在集團(tuán)內(nèi)負(fù)責(zé)銷(xiāo)售的公司，應(yīng)提供該制造商的業(yè)績(jī)。
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷(xiāo)售合同復(fù)印件。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽字頁(yè)、制造商名稱(chēng)、裝置名稱(chēng)、貨物名稱(chēng)（減溫減壓器）、貨物數(shù)量、型號(hào)、結(jié)構(gòu)、壓力等級(jí)和口徑尺寸。
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)以上信息的，均視為無(wú)效業(yè)績(jī)。
From January 1, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the Bidder shall have at least 1 contract for supply performance of steam conditioning valves for Ethylene Plant, the supply quantity of a single contract is not less than 4 sets of steam conditioning valves, and and this contract must include at least one set of steam conditioning valve that meet the technical requirement of whole forged structure, the pressure class not less than 2500LB and the caliber size not less than 16".
If the bidder is a company responsible for sales within the manufacturer's group, the performance of that manufacturer shall be provided.
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, page of contract signature, name of manufacturer, name of the plant, name of goods (steam conditioning valve ), supply quantity, structure type, pressure rating and caliber size.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the aforesaid information, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from August 7, 2025 to August 14, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 9:00 am (Beijing Time) on August 28, 2025. Any bid beyond the required time and date shall be subject for rejection.

Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com. The bid evaluation results will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .
10.提示Notes
投標(biāo)人進(jìn)入開(kāi)標(biāo)大廳后，需要進(jìn)行簽到操作，等待開(kāi)標(biāo)主持人指令。允許解密后，投標(biāo)人點(diǎn)擊解密按鈕進(jìn)行解密投標(biāo)文件（需解密前在電腦上插入當(dāng)前賬號(hào)綁定的CA），輸入正確的CA密碼。（請(qǐng)注意：如投標(biāo)人未在投標(biāo)截止時(shí)間/開(kāi)標(biāo)時(shí)間前進(jìn)行簽到，原則上將無(wú)法進(jìn)行解密，將被視為撤回其投標(biāo)文件。）
The bidder need to sign in and wait for instruction issued by the host after entering the virtual bid opening hall online. After the decryption is allowed, the bidder click the decryption button to decrypt the bid document (insert the CA bound to the current account on the computer before decryption) and enter the correct CA password. (PS: The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投標(biāo)文件解密時(shí)限為60分鐘。投標(biāo)人未在上述解密時(shí)限內(nèi)完成解密視為解密失敗，根據(jù)？電子招標(biāo)投標(biāo)辦法？的規(guī)定，視為投標(biāo)人撤回投標(biāo)文件。
The decryption time limit of the bid documents is 60 minutes. It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投標(biāo)人對(duì)開(kāi)標(biāo)有異議的，應(yīng)當(dāng)在開(kāi)標(biāo)現(xiàn)場(chǎng)提出，招標(biāo)人當(dāng)場(chǎng)做出答復(fù)，并制作記錄。未在線上開(kāi)標(biāo)現(xiàn)場(chǎng)提出的開(kāi)標(biāo)異議，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
