Normal style='text-indent:24.75pt;line-height:150%'>1.1本招標項目天鵝片區配套小學建設工程項目監理 / 標段已由成都市成華區發改局以成華發改審批【2024】55號批準建設，項目業主為成都興華生態建設開發有限公司，建設資金來自國家投資-政府投資，項目出資比例為100%，招標人為成都興華生態建設開發有限公司。項目已具備招標條件，現進行公開招標。

Normal style='text-indent:15.75pt;line-height:150%'>3.1 本次招標要求投標人：
Normal style='text-indent:15.75pt;line-height:150%'>3.1.1 須具有建設行政主管部門頒發的房屋建筑工程監理乙級及以上資質的單位；；
Normal style='text-indent:15.75pt;line-height:150%'>3.1.2信譽要求：不存在投標人須知第1.4.3項規定的限制投標的情形；
Normal style='text-indent:15.75pt;line-height:150%'>3.1.3企業注冊地不在四川省行政區域內的省外企業須提供在有效期內的四川省住房和城鄉建設廳官網已公開的入川信息網頁截圖（如投標人為聯合體，則聯合體所有成員均應具有）。
Normal style='margin-left:5.25pt;text-indent:10.5pt;line-height: 150%'>3.1.4所有投標人應具有針對本標段的《成都市建設領域市場主體信用記錄（評價）網絡登記表》、《成都市建設領域從業人員信用記錄（評價）網絡登記表》；
Normal style='text-indent:15.75pt;line-height:150%'>3.1.5擬派項目總監理工程師：具有全國注冊監理工程師（專業：房屋建筑工程）執業證書，/（業績要求），須為本單位人員(若為聯合體投標，須為聯合體牽頭人人員)。
Normal style='text-indent:15.75pt;line-height:150%'>3.1.6財務要求：
Normal style='text-indent:15.75pt;line-height:150%'>提供：近2021年（限定在3年以內）無虧損；
Normal style='text-indent:15.75pt;line-height:150%'>3.1.7業績要求：
Normal style='text-indent:15.75pt;line-height:150%'>近年（2021年01月01日至投標截止時間，不少于3年）已完成或正在監理或新承接的項目共不少于1個類似工程業績。
Normal style='text-indent:15.75pt;line-height:150%'>類似工程業績是指:2021年1 月1 日以來具有1個的工程投資額不低于10000萬元的房屋建筑工程監理業績；
Normal style='text-indent:15.75pt;line-height:150%'>3.2本次招標不接受聯合體投標。
Normal style='text-indent:15.75pt;line-height:150%'>3.3 各投標人均可就上述1個標段投標，可中標的標段數量為1個。
Normal style='text-indent:15.75pt;line-height:150%'>3.4入圍條件：房建監理投標人開標當日在“成都市建筑市場信用信息管理系統”中被列入市場禁入名單的（聯合體投標的，組成聯合體的各投標人任意一家被列入市場禁入名單的），在交易云平臺勾選主體信用評價的專業類別與其投標使用的資質類別不一致的，一律不能成為合格投標人。

Normal align=left style='text-align:left;text-indent:21.0pt; line-height:150%'>4.1凡有意參加投標者，請于2024年09月19日起，在成都市公共資源電子交易云平臺(www.cdggzy.com）（以下簡稱“電子交易云平臺”）免費下載招標資料（招標文件及相關資料），獲得“擬投標項目回執”。

Normal style='line-height:150%'>5．投標文件的遞交
Normal style='text-indent:21.0pt;line-height:150%'>5.1 投標文件遞交的截止時間（投標截止時間，下同）為2024年10月10日10時30分。招標人或其委托代理機構，以及已在投標截止時間前按規定上傳投標文件的投標人，均應在開標當日投標截止時間前登錄不見面開標系統（網址：www.cdggzy.com），錄入相關人員姓名、電話等基本信息。投標人未按時登錄不見面開標系統，錯過開標解密時間的，由投標人自行承擔不利后果。
Normal style='text-indent:21.0pt;line-height:150%'>5.2 投標人應在解密開始后30分鐘內在線完成投標文件解密。投標文件未能在規定時間內成功解密的，視為投標人未在規定時間內提交投標文件，由投標人自行承擔責任。不見面開標項目不接受投標人現場遞交光盤等形式的投標文件，不接受投標人現場解密投標文件。
