Normal style='text-indent:21.0pt;line-height:150%'>1.1本招標項目未來醫學城國家醫學中心配套基礎設施項目-產業標準地首期項目場平工程施工 / 標段已由成都東部新區戰略研究局以成東戰略發【2024】44號批準建設，項目業主為成都未來醫學城投資有限公司，建設資金來自國家投資-政府投資，項目出資比例為100%，招標人為成都未來醫學城投資有限公司。項目已具備招標條件，現進行公開招標。
Normal style='text-indent:21.0pt;line-height:150%'>1.2本招標項目由成都東部新區戰略研究局核準（招標事項核準文號為成東戰略發【2024】44號）的招標組織形式為委托招標。招標人選擇的招標代理機構是四川華通建設工程造價管理有限責任公司。

Normal align=left style='margin-right:-1.0pt;text-align:left; text-indent:15.75pt;line-height:150%;text-autospace:none'>2.3建設內容及規模：場平工程位于項目整體位于成都東部新區未來醫學城內，項目包括大安溪大道、龍云一路、松林灣二街、龍研路、松林灣一街、龍創路所圍合區域，以松林灣二街為界，場平總面積約 169.8 畝。場地屬于低山淺丘地貌，場地高程在 420～480 米之間，相對高差約 60 米，場地內存在部分苗木。

Normal style='text-indent:21.0pt;line-height:150%'>3.1 本次招標要求投標人：
Normal style='text-indent:21.0pt;line-height:150%'>3.1.1須具有 有效的營業執照；
Normal style='text-indent:21.0pt;line-height:150%'>3.1.2信譽要求：不存在投標人須知第1.4.3項規定的限制投標的情形；
Normal style='text-indent:21.0pt;line-height:150%'>3.1.3企業注冊地不在四川省行政區域內的省外企業須提供在有效期內的四川省住房和城鄉建設廳官網已公開的入川信息網頁截圖（如投標人為聯合體，則聯合體所有成員均應具有）。
Normal align=left style='text-align:left;text-indent:21.0pt; line-height:150%'>3.1.4所有投標人應具有針對本標段的《成都市建設領域市場主體信用記錄（評價）網絡登記表》、《成都市建設領域從業人員信用記錄（評價）網絡登記表》。
Normal style='text-indent:21.0pt;line-height:150%'>3.1.5 擬派項目經理（項目負責人）具有建筑工程專業二級或以上注冊建造師證書，須具備有效的安全生產考核合格B證，業績要求：無（業績要求），須為本單位人員（若為聯合體投標，須為聯合體牽頭人人員）。

Normal style='text-indent:21.0pt;line-height:150%'>近年（2021年01月01日至投標截止時間，不少于3年）已完成或正在施工或新承接的項目共不少于1個類似工程業績。
Normal style='text-indent:21.0pt;line-height:150%'>類似工程業績是指:單項合同金額不低于1500萬元的施工業績（工程內容需包含土石方工程）
Normal style='text-indent:21.0pt;line-height:150%'>3.2本次招標不接受聯合體投標。
Normal style='text-indent:21.0pt;line-height:150%'>3.3 各投標人均可就上述1個標段投標，可中標的標段數量為1個。

Normal style='text-indent:21.0pt;line-height:150%'>4.1凡有意參加投標者，請于2024年09月04日起，在成都市公共資源電子交易云平臺(www.cdggzy.com）（以下簡稱“電子交易云平臺”）免費下載招標資料（招標文件及相關資料），獲得“擬投標項目回執”。

Normal style='line-height:150%'>5．投標文件的遞交
Normal style='text-indent:21.0pt;line-height:150%'>5.1 投標文件遞交的截止時間（投標截止時間，下同）為2024年09月27日09時30分，招標人或其委托代理機構，以及已在投標截止時間前按規定上傳投標文件的投標人，均應在開標當日投標截止時間前登錄不見面開標系統（網址：www.cdggzy.com），錄入相關人員姓名、電話等基本信息。投標人未按時登錄不見面開標系統，錯過開標解密時間的，由投標人自行承擔不利后果。
Normal style='text-indent:21.0pt;line-height:150%'>5.2 投標人應在解密開始后30分鐘內在線完成投標文件解密。投標文件未能在規定時間內成功解密的，視為投標人未在規定時間內提交投標文件，由投標人自行承擔責任。不見面開標項目不接受投標人現場遞交光盤等形式的投標文件，不接受投標人現場解密投標文件。
