1.2 本招標項目為四川省行政區域內的國家投資工程建設項目， 綿竹市發展和改革局 （核準機關名稱）核準（招標事項核準文號為 竹發改建〔2023〕53號 ）的招標組織形式為 委托招標 招標人選擇（本招標項目在省發展改革委指定比選網站上的項目編號為 / ）的招標代理機構是： 四川鵬宸項目管理 。
2 、項目概況與招標范圍 2.1 建設
2.2 建設規模及內容：拆除重建渠首消力池，改建支渠32.097km及渠系配套建筑物；配套完善信息化工程和管理設施。
2.3 投資估算金額：項目估算投資9180萬元。
2.4 招標范圍： （1）勘察：與本項目有關的測量（測繪）工作、巖土工程勘察、巖土設計及相關后續服務； （2）設計：與本工程有關的設計工作，包含方案設計、初步設計（含概算編制）、施工圖設計及工程量清單（含控制價）編制，以及業主要求與本項目有關其他服務，后續工作及缺陷責任期的配合服務（含水土保持方案編制和環境影響評價編制）等。
2.5 勘察設計期限：自合同簽訂之日起20個日歷天，其中勘察5日歷天、設計15日歷天。
3 、投標人資格要求 3.1 本次招標投標人須具有獨立法人資格（獨立企業法人或事業單位法人）。
3.2 資質要求： ①勘察單位：具備工程勘察專業（巖土工程、工程測量、水文地質）乙級及以上資質；②設計單位：具備建設行政主管部門頒發的水利行業（灌溉排澇）專業乙級及以上設計資質或水利行業乙級及以上設計資質。
3.3 業績要求： 2020年1月1日（含1日）至投標截止日期已完成1個項目總投資金額不低于6000萬元的水利工程勘察或設計業績， 注：業績應附中標通知書、合同協議書復印件)。
3.4 本次招標 接受 聯合體投標。
聯合體投標的，應滿足下列要求： （1）聯合體資質應滿足3.2資質要求；（2）聯合體投標的，聯合體牽頭人應具有建設行政主管部門頒發的水利行業（灌溉排澇）專業乙級及以上設計資質或水利行業乙級及以上設計資質；（3）組成聯合體投標應符合相關法律法規對聯合體投標的有關規定，聯合體各方不得再以自己名義單獨或參加其他聯合體在同一工程項目中投標；（4）組成聯合體成員（含牽頭人）家數應不超過2家（含2家）；（5）聯合體各方應簽訂聯合體協議書，明確聯合體牽頭人和各方權利義務；（6）其他文件詳見招標文件 。
