2 、項目概況與招標范圍 2.1建設
2.2建設內容：整治加固三類病險水閘1座，閘軸線長181m,對消力池、海曼等進行整治；撤除2處溢流堰改建所有水閘，拆除并更換所有閘門及啟閉系統，增設安全監測設施等。
2.3招標范圍：初步設計（含概算）、施工圖（含施工圖預算、工程量清單編制）全階段的勘察、設計工作及后續服務工作。
2.4服務期限：40日歷天（其中勘察 20日歷天，設計20日歷天）。
3 、投標人資格要求 3.1 本次招標投標人須具有獨立法人資格（獨立企業法人或事業單位法人）。
3.2 資質要求： 投標人應具備國家行政主管部門頒發的工程勘察專業（巖土工程（勘察））乙級及以上資質；具備國家行政主管部門頒發的工程設計水利行業乙級及以上資質。
3.3 業績要求： 無 3.4 本次招標 接受 聯合體投標。
聯合體投標的，應滿足下列要求： 牽頭人具有國家行政主管部門頒發的工程設計水利行業乙級及以上資質。
聯合體所有成員家數須不超過2家。
（2）聯合體各方須簽訂聯合體協議書，明確聯合體牽頭人和各方權利義務。
（3）組成聯合體投標應符合相關法律法規對聯合體投標有關規定，聯合體各方不得再以自己名義單獨或參加其他聯合體在同一工程項目中投標 。
