中化建國(guó)際 （以下稱為″招標(biāo)代理機(jī)構(gòu)”）受中海石油深海開(kāi)發(fā) （以下稱為″招標(biāo)人”）委托，就荔灣3-1氣田調(diào)整開(kāi)發(fā)項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as ″the Tendering Agent”), entrusted by CNOOC Deepwater Development Limited (hereinafter referred to as ″Tenderee”), intends to purchase the Goods and the relevant services required under KP11-4 OIL FIELD BLOCK 18-1DEVELOPMENT PROJECT by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招標(biāo)條件

Bidding Conditions：

項(xiàng)目概況：開(kāi)平11-4油田位于南海東部偏西海域，距香港西南約295km，開(kāi)平11-4油田包含11-4區(qū)塊（水深340-360米）、18-1區(qū)塊（水深460-530米）。 開(kāi)平11-4油田18-1區(qū)塊開(kāi)發(fā)項(xiàng)目采用″水下生產(chǎn)系統(tǒng)回接圓筒型FPSO”模式進(jìn)行開(kāi)發(fā)。分為1d（1d/1dSa）、2d(2d、5)兩套水下生產(chǎn)系統(tǒng)分別回接至新建的圓筒型FPSO。開(kāi)平11-4油田18-1區(qū)塊計(jì)劃2029年投產(chǎn)。本采辦包采購(gòu)的艉輸系統(tǒng)將用于新建圓筒型浮式生產(chǎn)儲(chǔ)卸油裝置FPSO上。

Project Summary：The Kaiping 11-4 Oilfield is located in the west-eastern part of the South China Sea, approximately 295 kilometers southwest of Hong Kong. The Kaiping 11-4 Oilfield consists of Block 11-4 (with a water depth of 340-360 meters) and Block 18-1 (with a water depth of 460-530 meters). The development project of Block 18-1 of Kaiping 11-4 Oilfield adopts the mode of "subsea production system reconnection to cylindrical FPSO" for development. It is divided into two sets of subsea production systems, 1d (1d/1dSa) and 2d(2d, 5), which are respectively connected back to the newly-built cylindrical FPSO. The 18-1 block of Kaiping 11-4 Oilfield is planned to be put into production in 2029. The stern offloading system procured in this procurement package will be used on the new cylindrical floating production storage and offloading unit FPSO.

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

A．★如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；

如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

A．★The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B．★制造商要求:

所投產(chǎn)品為國(guó)內(nèi)產(chǎn)品：投標(biāo)人必須為艉輸系統(tǒng)的制造商，不允許代理商投標(biāo)。

所投產(chǎn)品為境外產(chǎn)品：允許艉輸系統(tǒng)制造商或代理商投標(biāo)。

投標(biāo)人為代理商時(shí)，應(yīng)得到本次投標(biāo)所投艉輸系統(tǒng)制造商的唯一合法授權(quán)，并需提供以下材料（原件加蓋制造商公章）：

在有效期內(nèi)的制造商授權(quán)書(shū)。

B． ★ Manufacturer requirement:

Offloading system. Agents are not allowed to bid.

The bid products are outside PRC customs territory：Manufacturers or agents of stern offloading system are allowed to bid.

If the bidder is an agent, shall obtain the sole legal authorization of the manufacturers of the stern offloading system in the bid, and shall provide the following documents(original letter stamped with the official seal of the manufacturer ) :

Letter of Authority from Manufacturer within the validity period.

 

C．★是否接受聯(lián)合體投標(biāo)：否。

（2）★業(yè)績(jī)要求Requirement for Bidder's reference:

投標(biāo)人需滿足以下所有要求：

（1）投標(biāo)人所投產(chǎn)品必須是成熟產(chǎn)品，自2015年7月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人應(yīng)具有1個(gè)合同的艉輸系統(tǒng)供貨業(yè)績(jī)，且提供業(yè)績(jī)系統(tǒng)技術(shù)參數(shù)均滿足單臺(tái)設(shè)備外輸量≥4000m3/h、配置儲(chǔ)存外輸軟管（內(nèi)徑≥16”，長(zhǎng)度≥200米）的技術(shù)要求;

（2）投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗(yàn)收材料（到貨驗(yàn)收單或調(diào)試驗(yàn)收?qǐng)?bào)告或其他可以證明合同項(xiàng)下貨物已經(jīng)到貨驗(yàn)收的有效證明材料）。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)（國(guó)內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國(guó)際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、貨物名稱、外輸量≥4500m3/h、配置儲(chǔ)存外輸軟管（內(nèi)徑≥16”，長(zhǎng)度≥200米）、用戶簽字或蓋章的到貨驗(yàn)收材料;

（3）若業(yè)績(jī)合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下提供1個(gè)或以上的訂單及與訂單對(duì)應(yīng)的到貨驗(yàn)收材料均算為1個(gè)有效業(yè)績(jī);

（4）未提交業(yè)績(jī)證明文件，或通過(guò)所提供的業(yè)績(jī)證明文件無(wú)法認(rèn)定滿足上述業(yè)績(jī)要求的，均視為無(wú)效業(yè)績(jī)。

 (1) The products submitted by the bidder must be mature products. From July 1, 2015 to the bid submission deadline (based on the contract signing date), the bidder should haveone supply performance records of stern transmission systems, and the technical parameters of the provided performance systems should all meet the requirements of a single equipment external transmission volume of ≥4000m 3 /h and the configuration of storage external transmission hoses (inner diameter ≥16 ").  For technical requirements (2) with a length of ≥200 meters, bidders must submit the performance table in the prescribed format and provide relevant performance certification documents.  The performance proof documents include: 1) The sales contract and 2) the arrival acceptance materials signed or sealed by the user (arrival acceptance form or commissioning acceptance report or other valid proof materials that can prove the goods under the contract have arrived and been accepted).  The performance proof documents submitted by the bidders must at least reflect the following contents:  The contract signing time, the contract signing page (domestic trade contracts should have the seals of both parties, and international trade contracts should have the signatures or seals of both parties),the name of the goods, the export volume ≥4500m 3 /h, the technical requirements for the configuration and storage of export hoses (inner diameter ≥16 ", length ≥200 meters), and the arrival acceptance materials signed or sealed by the user.  

(3) If the performance contract is an annual agreement, in addition to providing the annual agreement, the corresponding orders that have arrived should also be provided. The content or number of the orders should be associated with the annual agreement.  Under the same annual agreement, providing one or more orders and the corresponding arrival acceptance materials for the orders are all regarded as one valid performance record.  

(4) If no performance proof documents are submitted or the performance proof documents provided cannot be used to determine that the above performance requirements are met, they shall all be regarded as invalid performance. 

 

（3）★其他要求：

投標(biāo)人須具備有效的GB/T19001(ISO9001)質(zhì)量體系認(rèn)證證書(shū)，中國(guó)國(guó)內(nèi)認(rèn)證機(jī)構(gòu)簽發(fā)的證書(shū)應(yīng)可在中國(guó)國(guó)家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)網(wǎng)站(http:// /)核實(shí)。如果有中國(guó)國(guó)家相關(guān)部門(mén)發(fā)布的最新體系標(biāo)準(zhǔn)，以最新體系標(biāo)準(zhǔn)為準(zhǔn)。投標(biāo)時(shí)需提供原件掃描件（原件備查）。

The bidder must simultaneously hold valid certificates for GB/T19001 (ISO9001) quality management system certification,. Certificates issued by the Chinese domestic certification bodies shall be verifiable on the website of the Certification and Accreditation Administration of the People's Republic of China (http:// /).

If there are updated system standards issued by the Chinese relevant national authorities, the latest system standards shall prevail. When submitting the bid, the bidder shall provide scanned copies of the original certificates (with the originals kept available for verification).

 

4. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2025年10月10日開(kāi)始至2025年10月17日止，請(qǐng)登錄中國(guó)海油采辦業(yè)務(wù)管理與交易系統(tǒng)(）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可 投標(biāo)人須在線填寫(xiě) 招標(biāo)文件每套售價(jià)為200元人民幣或25美元，售后不退。對(duì)于使用美元 招標(biāo)文件發(fā)售費(fèi)用用于印刷和郵寄招標(biāo)文件，有郵寄需求的請(qǐng)?jiān)谥Ц稌r(shí)備注收件人相關(guān)信息。

 

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from October 10, 2025 to October 17, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:

9. 投標(biāo)人在投標(biāo)前應(yīng)在必聯(lián)網(wǎng)（https:// ）或機(jī)電產(chǎn)品招標(biāo)投標(biāo) （https:// ）完成注冊(cè)及信息核驗(yàn)。評(píng)標(biāo)結(jié)果將在機(jī)電產(chǎn)品招標(biāo)投標(biāo) （http:// ）和中海油采辦業(yè)務(wù)管理與交易系統(tǒng)上發(fā)布。

Before bidding, the bidder should complete registration and information verification at https:// or https:// .The bid evaluation results  will be published on the website (http:// ) and China National Offshore Oil Corporation Procurement Platform () .

10.  提示Notes

投標(biāo)人進(jìn)入開(kāi)標(biāo)大廳后，需要進(jìn)行簽到操作，等待開(kāi)標(biāo)主持人指令。允許解密后，投標(biāo)人點(diǎn)擊解密按鈕進(jìn)行解密投標(biāo)文件（需解密前在電腦上插入當(dāng)前賬號(hào)綁定的CA），輸入正確的CA密碼。（請(qǐng)注意：如投標(biāo)人未在投標(biāo)截止時(shí)間/開(kāi)標(biāo)時(shí)間前進(jìn)行簽到，原則上將無(wú)法進(jìn)行解密，將被視為撤回其投標(biāo)文件。）

The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)

投標(biāo)文件解密時(shí)限為60分鐘。投標(biāo)人未在上述解密時(shí)限內(nèi)完成解密視為解密失敗，根據(jù)電子招標(biāo)投標(biāo)辦法的規(guī)定，視為投標(biāo)人撤回投標(biāo)文件。

The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.

投標(biāo)人對(duì)開(kāi)標(biāo)有異議的，應(yīng)當(dāng)在開(kāi)標(biāo)現(xiàn)場(chǎng)提出，招標(biāo)人當(dāng)場(chǎng)做出答復(fù)，并制作記錄。未在線上開(kāi)標(biāo)現(xiàn)場(chǎng)提出的開(kāi)標(biāo)異議，不予受理。

Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
