2、ESSENTIAL INFORMATION
2.1 Project Name：Haikou Natural Gas Power Generation Project (hereinafter referred to as “ HaiKou Project”).

資金來源：資本金及項(xiàng)目融資
2.4 Project Location：HaiKou Project is located in MeiAn District, Haikou city, HaiNan Province P.R.C.
項(xiàng)目地點(diǎn)：海口項(xiàng)目位于海南省海口市美安科技開發(fā)區(qū)。
2.8 Tendering scope: 2 sets of generator circuit breaker and its auxiliary equipment. Specifications: Rated Voltage=20kV; Rated Current≥17000A; Arc extinguishing medium:SF6 ;
Rated short-circuit breaking current =100kA.
招標(biāo)范圍：發(fā)電機(jī)出口斷路器及其配套設(shè)備共 2 臺套。規(guī)格型號：額定電壓： 20kV、 額定電流：≥17000A、滅弧介質(zhì)：SF6 、額定短路切斷電流(系統(tǒng)源/發(fā)電機(jī)源) ：100kA。
2.9 Location and time of delivery :
location: HAIKOU PORT P.R.CHINA。All the contracted goods are tentatively scheduled to be delivered on July 10th , 2021.

交貨地：中國海口港，2021 年 7 月 10 日（暫定）。
3、Bidder qualification requirements.
1. Status of a Legal Person: The bidder must be a company (enterprise) established in accordance with the laws of the country in which he belongs and formally registered. The bidder must provide a valid copy of the business license of the enterprise or a copy of the registration certificate equivalent to the business license of the enterprise.
法人地位：投標(biāo)人必須是依所在國家法律設(shè)立，并正式注冊，具有獨(dú)立法人地位的公司
（企業(yè)），投標(biāo)人必須提供有效的企業(yè)營業(yè)執(zhí)照復(fù)印件或等同于于企業(yè)營業(yè)執(zhí)照的企業(yè)注冊登記證明復(fù)印件。
2. Commercial reputation: Bidders should have good bank credit and commercial reputation. In the past five years, the bidder has not breached any contract or terminated any contract for the reasons of the bidder, and there are no major pending litigation cases. Bidders shall provide bank credit certificates issued within half a year and non-litigation certificates sealed by bidders.
商業(yè)信譽(yù)：投標(biāo)人應(yīng)具有良好的銀行資信和商業(yè)信譽(yù)，投標(biāo)人在近五年內(nèi)不曾在任何合同中違約，或因投標(biāo)人的原因而使任何合同被解除，不存在尚未了結(jié)的重大訴訟案件， 投標(biāo)人應(yīng)提供近半年內(nèi)開具的銀行資信證明及由投標(biāo)人蓋章的無訴訟證明。
3. Quality Assurance System: Bidders must provide copies of valid ISO9000 series quality assurance system certificates issued by authoritative agencies.
質(zhì)量保證體系:投標(biāo)人必須提供權(quán)威機(jī)構(gòu)頒發(fā)的有效的 ISO9000 系列質(zhì)量保證體系認(rèn)證證書復(fù)印件。
4. The equipment tendered by the bidder has 2 achievements of 9F gas turbine and above units. The equipment tendered by the bidder has more than 2 years of success operation experience with 1 achievement of 9F gas turbine and above units.
供貨業(yè)績：投標(biāo)人所投標(biāo)的設(shè)備具有 9F 級燃機(jī)及以上機(jī)組的業(yè)績 2 個。
運(yùn)行業(yè)績：投標(biāo)人所投標(biāo)的設(shè)備具有 9F 級燃機(jī)及以上機(jī)組的運(yùn)行 2 年以上業(yè)績 1 個。
5. Production and Manufacturing Capacity
生產(chǎn)、制造能力
1) Design institutions and personnel with experience in generator circuit breaker design. It has the equipment laboratory facilities and manufacturing technology specified in this technical specification, the required workshop, sufficient manufacturing, processing, testing equipment and production capacity, and can complete the awarded contract in full according to the specified schedule requirements.
具有發(fā)電機(jī)斷路器設(shè)計(jì)經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)與人員。具有本技術(shù)規(guī)范所規(guī)定的設(shè)備試驗(yàn)室設(shè)施和制造工藝，所需的廠房，足夠的制造、加工、試驗(yàn)裝備和生產(chǎn)能力，能按規(guī)定的進(jìn)度要求全面完成被授予的合同；
2) Non-destructive testing equipment using X-ray, ultrasonic, magnetic powder, dyeing and other methods;
采用 X 射線、超聲波、磁粉、染色等方法進(jìn)行無損探傷的檢驗(yàn)設(shè)備；
3) Facilities for workshop testing of various components/assemblies； 對各種部件/組裝件進(jìn)行車間試驗(yàn)的設(shè)施；
6. Bidder：
投標(biāo)主體:
Agents are not allowed to bid in this tender. Subsidiaries, subsidiaries and holding companies with independent legal personality of the manufacturer are allowed to bid on behalf of the manufacturer, but a manufacturer's authorization for this project must be issued.
Two or more legal entities with the same legal representative and the parent company, wholly-owned subsidiary company and its holding company shall not bid for the project at the same time. Tenderee do not accept joint bids formed by two or more legal persons or other organizations .
本次招標(biāo)不允許代理商投標(biāo)。允許制造商的具有獨(dú)立法人地位的分、子公司及其控股公司代表制造商投標(biāo)，但必須出具針對本項(xiàng)目的制造商授權(quán)書。
法定代表人為同一個人的兩個及兩個以上法人，母公司、全資子公司及其控股公司不得在本項(xiàng)目同時(shí)投標(biāo)，招標(biāo)人不接受兩家以上的企業(yè)聯(lián)合投標(biāo)。
7. Subcontracting and manufacturing
分包制造
Bidders are allowed to subcontract non-principal goods. Subcontracting is not allowed
for major equipment or major parts of the supply contract. If subcontracting exists, the bidder shall submit a copy of the agreement between the bidder and the subcontractor. The name, address and contents of each Subcontractor shall be specified in the tender documents.
The qualifications of subcontractors must meet the relevant requirements of tender documents, and subcontractors are not allowed to subcontract again.
允許投標(biāo)人對非主體貨物進(jìn)行分包，主要設(shè)備或供貨合同的主要部分不允許分包。如果存在分包，投標(biāo)人應(yīng)遞交投標(biāo)人與分包商之間的協(xié)議書副本。每一個分包商的名稱、地址和分包的內(nèi)容應(yīng)在投標(biāo)文件中加以說明；
分包商的資格必須滿足招標(biāo)文件的相關(guān)要求，不允許分包商再分包。
