1.1   招標目的

 

1.1.1  為了獲得工程勘察設計方案，招標人以公開招標方式，在給定任務書、統一計費方式、投標人滿足投標資格的前提下，通過評標委員會的評審推薦，確定最佳勘察設計方案及其勘察設計承包人。

normal align=left style='text-align:left;line-height:18.0pt;mso-line-height-rule:exactly'>1.2.2  工程位置：廣東食品藥品職業學院龍洞校區內，南接迎福路，西靠南區學生宿舍、北鄰教學樓B棟。

normal align=left style='text-align:left;line-height:18.0pt;mso-line-height-rule:exactly'>1.2.3  工程范圍：總建筑面積為19259平方米，其中地上建筑面積10259平方米，地下建筑面積9000平方米，地上為6層，地下為負2層，層高為3-3.5米。詳見修建性詳細規劃所示。

1.2.8  招標內容：根據招標人提供的基礎資料、勘察設計任務書要求，完成可研范圍內所有建設內容的勘察設計工作，主要包括：

    （1）工程勘察工作：規劃用地紅線（距本項目建筑邊線外20米）內及紅線外（管線）所涉及建設內容的全部勘察工作：根據地下、地上物探成果報告，收集周邊地下、地上管線、建筑物、構筑物相關資料；進行初步勘察、詳細勘察和初測、定測實施工作，編制勘探、測量技術文件，編制勘探、土洞溶洞探測等相關總圖；負責協調和配合相關主管部門對相關工作成果進行審批，直至獲得批復。

（2）工程設計工作：本項目規劃用地紅線范圍內，保證按規劃及建筑功能要求、配套設施要求完成造價中包含的全部項目的專業設計，包括但不限于：建筑、裝修、結構、室內及室外給排水、電氣、暖通、消防、智能化、周邊道路及廣場、綠色建筑設計（二星標準）、節能設計、園林綠化、與市政供電供水銜接的設計工作等、管線綜合規劃等）。負責完成上述內容的方案設計、對建設單位選定的設計方案進行修改和完善、初步設計、施工圖設計（含施工圖設計文件中所引用圖集的復印件、專業工程施工大樣圖、材料設備技術需求書、報建圖紙、施工過程中的設計變更等）并協助辦理相關手續（包括但不限于：項目修建性詳細規劃設計報批、項目的規劃報建、建筑方案報建、消防報建、初步設計審查備案、各專業報建、施工圖報建、辦理建設工程規劃許可證等各項報批報建工作）與竣工圖編制工作。

（3）其他工作：

1.4   投標資格

 

1.4.1  申請人與招標人過去3年內無合同履約糾紛，沒有不得參加投標的情形。

1.4.2國內申請人須具備或同時建設行政主管部門頒發的以下（1）、（2）項資質。

（1）工程勘察資質：工程勘察綜合類甲級資質，或工程勘察專業類（巖土工程）乙級或以上資質，或工程勘察巖土工程專業（巖土工程勘察）乙級或以上資質。

（2）工程設計資質：工程設計綜合甲級資質；或建筑行業設計乙級或以上資質；或建筑行業（建筑工程）專業設計乙級或以上資質；或建筑設計事務所資質。

[注釋] 具體資質要求按照《建設工程勘察設計資質管理規定》（建設部令第160號）、《建設工程勘察設計資質管理規定實施意見》（建市[2007]202號）、《工程勘察資質分級標準》（建設[2001]22號）、《工程勘察、工程設計資質分級標準補充規定》（建設[2001]178號）和《工程設計資質標準》（建市〔2007〕86號）填寫。若申請人不同時具備以上兩項資質證書的，申請人可以組成聯合體投標,并以具有工程設計綜合甲級資質；或建筑行業設計乙級或以上資質；或建筑行業（建筑工程）專業設計乙級或以上資質；或建筑設計事務所資質的一方為主辦方。如中標人不具備相關專業設計資質，應當自行完成本項目主體的設計業務，并在保證整個建筑工程項目完整性的前提下，經發包方同意，將其他部分專業設計業務依法分包。

       一級注冊建筑師。

       注冊土木工程師（巖土）。

       本專業（含相近專業）高級工程師或從事本專業工作10年以上的工程師。

1.4.6  申請人委派的各專業負責人具體要求詳見招標文件附錄3。

1.4.7  信譽要求：未在以往工程中因不誠信行為或不充分履約行為被本項目招標人書面拒絕投標的或未被納入聯合懲戒范圍的。（招標人無書面拒絕投標單位名單）

normal align=left style='text-align:left'>1.4.8  關于聯合體投標：本項目允許聯合體投標。
